The action will only be performed on contacts already in a workflow if the node is added below where the contact is. For example, if your contacts are on the fourth node of your workflow, then you add a fifth node, the contacts will be scheduled for the fifth action. But, if you add in a node between nodes two and three, contacts on nodes three and beyond won’t progress through the new ones.
